It's interesting, but you won't be able to get those IST's onto the Land Raiders. You might want to cut down on on the IST squad size and consider giving them a special weapon, that's where the real strength of the unit comes into play.

Hmmm, actually anyone can ride in the LR's since they are HS choices.
3 LRs in a 1000 pt list will really be intimidating

They may be heavy support choices, but the entry does say that they may only transport about 10 PAGK or 5 GKT.

Interesting, it does say that in the codex but it does say "may carry" and not "may only carry". I've always assumed that's for counting purposes only. Every tournament I've been to allows any unit to embark in a NON-DEDICATED vehicle that uses its own FOC slot. Since our LR's use the HS FOC slots and are not considered DEDICATED transports, they should be available for the IST to use. At least that's how its been at the GT's I've been to.
It could be that everybody missed that particular detail in our entry regarding GK's and GKT's If that is so, that's one more really broken rule w/ our codex.

I'm under the impression that stormtroopers can ride in LR's, and they will be for my battles. I'm also cutting the IST down to 7 each and giving them 2 meltas each squad (I'm not going to make very many friends with this list)

Well the entry does say that they are Grey Knight vehicles, so I would only assume that only GK's with an Inquisitor only as an IC is allowed to join in. That's just my take on it

Fluffwise it does make sense that only GKs can use GK LRs. I don't put my ISTs in the LRs anyway. However, it would be nice to be able to if the need arises. I wonder what our other Brothers' takes on it are?

Being a Heavy support choice and not a dedicated transport the IST can definitely hitch a ride in them. I do agree though that fluff-wise it would be a bit odd for IST to be their sole occupants.

Not going to win any friends, and probably not that many battles either.
You only have two scoring units, and your damage output is almost non existant. Sure you are impossible to kill, but even if you manage to demech your opponent you have nothing to kill him with.
I'd be more inclined to try 2 LRs with two squads of PAGK inside at this point level, you'll lose the meltas but will have squads inside that can shoot and assault quite well.

Having read the codex I agree it looks like ISTs can't ride in LR's. However in the old chapter approved I'm sure it said allied IG could, so if they can I think everything should.
While 3 LR's is fearsome it seems kinda pointless to me. Raiders work as anti tank units, but at 1k pts you're not gonna be dealing with lots of heavy vehicles. Plus opponents will probably still have tons of melta for popping transports and stuff and melta > LR At 1k pts you can actually do a fairly fearsome pure GK army that can give even new codexes a run for their money.

Have the stormtroopers carry flamers.
Use land raider crusaders. And 1 godhammer, there is usually not many tanks in that low points and people usually try to put in as much punch as possible. Meaning either impressive expensive units or lots of cheap crap.
So have the stormies ride around in the crusaders, the crusaders shoot infantry up by getting within rapid fire and tag-teaming to minimise a squad a turn.
Godhammers picks of heavy targets.

If you could take LRR's I'd be tempted to say give it a try, but I just don't think it will work in too many cases.
Anyone highly mobile will really hurt you, and anyone with really good AT will do the same, even someone uses a run of the mill razorspam or rhino full of melta spam will roll you.
You won't do enough damage vs hordes, and other super elite armies have ways of popping LR's with ease.
