I have a question about this power, I assume if Coteaz is in a LRC he does not confer this ability to the LRC if the criteria are met?

vehicles are never considered part of an infantry unit. A unit inside a vehicle is inside it, but not in a unit with it. Therefore, No, Coteaz can't confer I've been expecting you to a vehicle
