I've done a search of my local hobby store and three GW websites but can't seem to find the Brother Captain Terminator in a single blister. Is he not available by himself like the Justicar or is he just a random figure in the GKT blisters?

you mean the guy who comes with the 5 models box and wears a tabard?

or do you mean Stern?

if you mean the first one, I think is only avaliable in the box, because in blister, you can only find the psycannon, and the flamer...

Looks like book only, if it wasn't for the update that gw is doing for the bits order, you could easily order him seperatly.

Ask in-store if it's possible, if not.

That tabbard is plastic, cape is greenstuffed, he's my grandmaster.

The Brother-Captain model might still be availible in proper G-W stores, but they've stopped selling individual componants on the site

The front tabbard is plastic something (Don't know from what as i found it in a bits box)

And the cape on the back is greenstuffed, by me.
